Not sure on the Gandhi quote and insects but I felt it is appropriate as it says a lot about society past, present and into the future. Even with the fines/ jail time thye are only implemented in the worst case scenarios due to the cost of prosecuting and PROVING the crime.This I found out when I went to visit my mother once who lived in an apartment and she told me that she had heard the cat next door crying for days. I broke into the apartment when I was able to ascertain it was empty and the uccupant had moved leaving his cat behind with a big( now empty) bowl of cat chow and the toilet lid raised for it's water supply I suppose.
